There is a possibility that the funding for the SMEX Phase A concept studies will be available before October 2001.
With that in mind, we would like to have contracts negotiated and ready to award as soon as funding becomes available. We plan to begin negotiating contracts for your Phase A study early in CY 2001. The contracts will not be awarded until NASA authorizes the Phase A concept studies to begin. Due to the competitive nature of this procurement, all contracts will have the same effective date and delivery schedule for the concept study reports.
