Amendment to Guidelines

SMEX Study Teams -

I am issuing Amendment 1 to the SMEX "Guidelines and Criteria for the Phase A Concept Study Report" (hereafter referred to as the Guidelines). Although the Amendment speaks for itself, I will paraphrase it here:

• New technology and SDB plans have been removed as separate evaluation criteria.
• A small business subcontracting plan must still be submitted in conjunction with the CSR.
• The effects of new technology and subcontracting plans will be evaluated as part of the other criteria (e.g. impact on feasibility and risk).
• If these changes free up any space in your page-limited CSR, you may reallocate that space.
