SUBJECT: Continuation of Program Scientist Appointment

DATE: 31 March 1999

Paul Hertz is appointed Program Scientist for the Medium-class Explorer (MIDEX) Program through the selection of MIDEX 3 and MIDEX 4. The responsibilities of the MIDEX Program Scientist during the competitive Phase A include, but are not limited to:

• Chair the concept study report evaluation panel;
• Provide a single point-of-contact for Principal Investigators and missions selected to perform a concept study;
• Be responsible for the implementation of all policies and procedures governing the competitive Phase A process including the requirement that the competition be fair to all participating missions; and
• Provide the Associate Administrator for Space Science and the Space Science Board of Directors all information required and requested for the selection of MIDEX 3 and MIDEX 4 for implementation.

Having served as the MIDEX Program Scientist through February 28, 1999, while a full-time detailee to the Office of Space Science, NASA Headquarters, Dr. Hertz returned to the Naval Research Laboratory (NRL) on March 1, 1999. It is in NASA’s best interest to continue Dr. Hertz’s appointment as MIDEX Program Scientist while a part-time detailee because of his unique knowledge and experience with the ongoing MIDEX evaluation, selection, and procurement process.

It is recognized that NRL is a significant partner in two of the missions selected to conduct a MIDEX concept study. Dr. Hertz has no personal conflict of interest with any of the selected missions. Dr. Hertz will avoid conflicts of interest with missions having NRL involvement where necessary, including but not limited to:

• Not voting on the evaluation of any mission’s concept study report.
• Not contributing to the discussion of the concept study report of any mission having NRL involvement.
