SUBJECT: Continuation of Program Scientist Appointment

Paul Hertz is appointed Program Scientist for the Medium-class Explorer (MIDEX) Program through the selection of MIDEX 3 and MIDEX 4. The responsibilities of the MIDEX Program Scientist during the competitive Phase A include, but are not limited to:
Having served as the MIDEX Program Scientist through February 28, 1999, while a full-time detailee to the Office of Space Science, NASA Headquarters, Dr. Hertz returned to the Naval Research Laboratory (NRL) on March 1, 1999. It is in NASA’s best interest to continue Dr. Hertz’s appointment as MIDEX Program Scientist while a part-time detailee because of his unique knowledge and experience with the ongoing MIDEX evaluation, selection, and procurement process.
It is recognized that NRL is a significant partner in two of the missions selected to conduct a MIDEX concept study. Dr. Hertz has no personal conflict of interest with any of the selected missions. Dr. Hertz will avoid conflicts of interest with missions having NRL involvement where necessary, including but not limited to:
