Relevant Executive Orders and Legislative Acts
The authority for NASA's education policy is derived from the National Aeronautics and Space Act of 1958. Specific sections of the Act direct NASA to conduct activities that expand human knowledge of phenomena in the atmosphere and space, arrange for participation by the scientific community in planning scientific measurements and space, preserve the role of the U.S. as a leader in aeronautics, space science, and technology, and effectively utilize the scientific and engineering resources of the U.S.
Executive Order 12729 (September 1990): "...agencies shall be actively involved in helping advance educational opportunities for Hispanic Americans, including working with individuals and educational, business, and community groups serving Hispanic Americans."
Executive Order 12821 (November 1992): Directs federal agencies to establish programs that provide training to elementary and secondary school teachers to improve their knowledge of mathematics and science.
Executive Order 12876 (November 1993): "...To advance the development of human potential, to strengthen the capacity of historically black colleges and universities to provide quality education, and to increase opportunities to participate in and benefit from federal programs... to achieve an increase in the participation by historically black colleges and universities in federal programs."
H.R. 5154 (March 1984) and H.R. 5713 (July 1984): "...encourages NASA to review institutions of higher learning having significant minority enrollments to find ways to build closer relations with such schools, meet NASA's research objectives and increase the number of individuals from underrepresented groups in the pool of graduate researchers."
